A Broader View of Broadband?

The federal agencies involved in the broadband stimulus will announce the first round of winners as early as next month, but the federal government is still circling around how to define the term broadband.
 
Let me explain.
 
While the FCC (News - Alert) defined broadband based only on data rates for the broadband stimulus, it is considering a more comprehensive definition for the National Broadband Plan, which is expected to be issued in February.
 
That definition might also look at what performance parameters should be considered relative to data rates, how those parameters can be measured, what parts of the network they involve, what role the applications broadband supports might figure in to one or more definitions for broadband, and how the FCC can ensure that its definition for broadband remains relevant over time.
