ACS Board of Directors Appoints O'Neill Lead Independent Director

DALLAS, June 28 /PRNewswire/ -- Affiliated Computer Services, Inc. , a premier provider of business process and information technology outsourcing solutions, announced today that its Board of Directors has appointed Joseph P. O'Neill as its Lead Independent Director.
O'Neill was elected to the ACS Board on November 8, 1994 and is a recognized thought leader in corporate governance. O'Neill is currently President and CEO of Public Strategies Washington, Inc., (PSW) a company he established in 1991.
PSW's practice is broad based and includes lobbying efforts in the areas of federal tax policy, health care, international trade, telecommunications, transportation, energy, and the environment. The company's strategic business planning and communications work complements an extensive government relations practice to offer a fully integrated approach to problem solving and project management in the Washington, D.C. area. PSW's partners and staff have decades of Capitol Hill and senior Executive Branch experience.

Prior to founding PSW in 1991, O'Neill, a veteran of Capitol Hill and national politics, served from 1985 to 1991 as President of the National Retail Federation (NRF), one of the country's largest industry trade associations. He served as the industry's top legislative strategist and chief advisor on all international trade negotiations. During that period, O'Neill led numerous trade delegations to Europe during the Uruguay Round of the General Agreement on Tariffs and Trade. Over the past decade, O'Neill has served as trade advisor to a variety of clients on matters before the World Trade Organization, with a particular focus on Latin America.
O'Neill served on the staff of former Texas Senator and Chairman of the Finance Committee, Lloyd Bentsen, for twelve years, first in Austin, Texas, and later moving to Washington in 1980 as chief of staff. In the summer of 1988, he took a leave of absence from his post at the NRF to serve as Bentsen's campaign manager and chief of staff for the Vice Presidential campaign. In November 1992, Secretary-designate Bentsen again tapped O'Neill to fulfill a similar role, asking him to head the Treasury Department's transition team for the Clinton-Gore Administration.
O'Neill received his Bachelor of Arts degree in Government from Harvard College in 1969 and his Masters in Public Affairs from the Lyndon B. Johnson School at the University of Texas in 1973. He has also served on the faculty of the LBJ School and as an economic consultant for the National Aeronautics and Space Administration. O'Neill also serves on a variety of other civic and corporate boards, including the board of Supplemental Health Care, a health care services company with operations in 18 states around the country, and the Foundation Board of the U.S. Chamber of Commerce.
