'Heemskerk calls for more mobile operator transparency'

(DMeurope Via Acquire Media NewsEdge) Telecom companies must inform customers clearly regarding Skype use on mobiles, Dutch secretary of state Frank Heemskerk said, in reaction to questions from the Dutch parliament. Operators such as T-Mobile Germany, O2 UK and Orange UK have taken a stance against the use of a pre-installed Skype on mobiles. In the Netherlands, KPN and Vodafone have managed to forbid mobile VoIP. A member of parliament has urged Heemskerk to come out with rules allowing the service. Heemskerk said that programmes such as Skype enable the consumer to call cheaply over the internet and should be allowed on mobile phones. Such programmes can be blocked by operators, as long as the consumer is given the choice to switch to a subscription and handset that does allow the service. The secretary of state however did not say he would reverse the prohibition to use Skype, which is what parliament was hoping for. Heemskerk also said he supports the European Commission's call for more transparency among operators. Operators should further clarify the limitations placed on their subscriptions and mobiles. Heemskerk also agreed with the EC providing mobile operators with quality standards when market rules fall under par.
